Group 1: FAQ regarding application status.

1.- Can somebody with” Dublin status” apply with IOM?

Yes, people with “Dublin status” can apply for VARP support.  However, he/she is NOT eligible for reintegration support (FSR, IRRINI, and IRRANA)

2. Can IOM help applicants to a country that is not the home country?

Yes, IOM can assist VARP applicants to a 3rd country, but the applicant must have a valid permit to stay in that country. IOM can not assist someone to acquire the permit if the applicant does not already have one.

3. Can I apply with IOM without any ID?

Yes, you can apply even without any ID. If you receive a positive answer from UDI then IOM will assist you to obtain an emergency travel document from your respective Embassy.  The length of the process may vary due to the different documentation verification process of the embassies.  Once the Embassy confirms your identity, IOM will pay for your travel document and you will be able to return to your home country with IOM. In cases when there is doubt about your nationality and the Embassy cannot confirm your nationality, then IOM will not be able to help you with your return.

4. Can I apply even though I have received my second negative decision from the Norwegian authorities?

Yes, you can apply for VARP with IOM even if you got the second negative decision.

5. When I apply with IOM, is it possible that police can deport me?

IOM can not guarantee that you can be not deported by the Police if you apply for VARP. However once you apply for VARP, IOM informs UDI who registers it in the national DUF system so that Norwegian authorities are aware that you have applied for voluntary return.  IOM can provide to applicant a written confirmation letter that you applied with IOM upon request. 

6. Can citizens from Palestine/Somalia/Iran apply by IOM?

Everyone is welcome to apply with IOM.

PalestineHowever applicants from Palestine can only be assisted to West Bank region so far.  Currently, it is not possible to be assisted to Gaza. Palestinians, who apply for VARP to return to the West Bank, need to provide a passport and a green card. If applicant does not have a passport but is in the possession of a green card, IOM can help applicant with obtaining passport by Palestinian General Delegation to Norway. This might take approximately about 3 months.

SomaliaApplicants from Somalia can apply but unfortunately IOM is not able to help/provide a voluntary return to Somalia at the moment.

IranApplicants from Iran are welcome to apply and IOM does help both with the return and travel documents.

GROUP  2: FAQ regarding travel process after being approved

1.- If an applicant receives a rejection by UDI, whom she/he can contact?

If an applicant is rejected by UDI to return with IOM, IOM will provide the applicant with a number to call UDI directly and find out why their application for voluntary return was rejected. 

2.- What is average time for waiting for an answer from UDI about my application?

Average time to wait for an answer from UDI is about 5-6 weeks.

3.- How long does it take for the Embassy of my home country to issue a travel document?

Each country/Embassy has its own requirements for issuance of travel documents. It is very important to have a valid ID card, birth certificate, driving license, or expired passport. This can help your embassy with quick verification of your claim of nationality.  The time to wait for an answer from Embassy varies from 2 weeks to up to 6 months.  In cases when there is a doubt about your ID or lack of any document which can help to verify your ID, the Embassy might not issue the travel document; in that case, IOM will not be able to help you to return voluntarily to your country.

4.- How long does it take to arrange return/travel after I have received a positive answer from UDI?

On average, it will take three months from when you are approved until you travel however the timeframe may depend on whether you have a valid travel document/passport or not. If you are in possession of such document then you will be able to return within 2 – 3 weeks to your home country.  If you do not have a valid travel document then it will depend on the requirements of the Embassy. 

5.- Why is it necessary for me to travel to Oslo to submit documents in person to the Embassy of Russian Federation? How long does it take?

The Embassy of Russian Federation requires a personal meeting at the Embassy for issuance of emergency travel documents. The meeting at the Embassy can take between 1 to 3 hours. You will be accompanied by an IOM staff to the Embassy.

GROUP 3: FAQ regarding post arrival assistance in country of return

1.- What kind of help can IOM provide after return to the home country?

IOM assists everyone wishing to return under the auspices of VARP with a safe, humane and dignified return to the home country. IOM will assist you to your final destination (not just the main airport) provided you have informed IOM Oslo when travel arrangements are being made.

If you have been accepted for FSR, you will receive the cash support in your country of origin, or, in rare occasions, at the Oslo airport. 

If you are eligible for reintegration support in Afghanistan (IRRANA) or Iraq (IRRINI), these programmes offer individual advice and reintegration support, such as help to find a job, training and financial assistance, support to set up a business, and support regarding schools and education.

2.- Can IOM help me with a job after returning via IOM to my home country?

IOM is not in a position to help find a job after return.  IOM encourages you to prepare for your return as early as possible in order to make the return easier.  It is good to contact family, friends and old job contacts so that you have some plans before you return home.

3.- Can IOM find me a place to live after I return with IOM?

IOM can not help you find a place to live after your return to your home country.  Again, IOM encourages you to plan your trip well in advance to make sure that you have a place to stay when you get back home.

4.- Can I return to Norway via family reunification after returning to my home country?

If you plan to return to Norway through family reunification programme you can do that by applying through UDI. You can find out more about family reunification by going to: www.udi.no/Sentrale-tema/Familieinnvandring Keep in mind that it is UDI who decides about your family reunification application.

Please note that if you are a beneficiary of IRRINI/IRRANA/FSR and you come back to Norway within 24 months after leaving, even through family reunification programme, you are obliged to repay the amount you got of reintegration support to UDI. 

5.- Where will I receive the financial support?

If IOM is present in your home country, the IOM office will provide you with your reintegration support.  Only in very rare situations when IOM does not have the IOM office at your home country will you receive reintegration support at the airport in Oslo.

GROUP 4 : Other FAQ

1.- Does IOM have influence on my case at UNE/UDI?

IOM does not have any influence on your case at UNE/UDI

2.- I have no place to stay in Oslo; can IOM help me with that while I wait for an answer from UDI?

If you do not have any place to stay and you are waiting for an answer from UDI for your return with IOM, IOM will provide you a letter to UDI. UDI will find you a place at a reception centre, where you will stay until your travel arrangements will be ready.

3.- Does IOM have translators working at IOM?

IOM does not have translators at the office but IOM staff speaks many languages fluently. You can get assistance in Arabic, Dari, English, Farsi, French, German, Italian, Kurdish, Norwegian, Pashto, Polish, Portuguese, Russian and Spanish.  By calling IOM you can ask for assistance in those languages.

4.- If I have questions related to counter trafficking to whom can I talk to?

5.- If I have questions about unaccompanied minors to whom I can talk?

6.- If I live in a Reception Centre will the centre help me to get to the airport?

If you live in a centre and arrangements for your return are ready, IOM will arrange your travel with the co-operation of your Reception Centre. Details about your travel are provided to you latest 1 week before your departure.

7.- Can IOM assist applicants to obtain birth certificate for children born in Norway?

If your child has been born in Norway, then you need to contact Folkeregister by yourself, or if you live at centre, you can ask for help at there. IOM needs birth certificates from applicants when there is such requirement from Embassy. IOM does pay for the translation and help with apostil.

8.- Can IOM assist in correcting spelling mistakes in birth certificates?

IOM can provide you with a letter to be presented to the Folkeregister in order to help correct spelling mistakes in birth certificates.

If you submit to IOM original or copy of your Norwegian Birth Certificate, the caseworker will check if all information is correct in accordance with ID document (if available). If some mistakes will be found, then the caseworker will prepare a formal letter addressed to Folkeregister/Skatteettaten with attached UDI letter asking for corrections needed. Those corrections will be done by Folkeregister.

9.- Who holds responsibility for travel booking related to the embassy visit?

It is IOM responsibility to arrange for the travel related to the Embassy. If you are living as a private person IOM Oslo will kindly ask you to buy for yourself a ticket for bus/train. The costs will be reimbursed by IOM the same day you will arrive to IOM office, if you will provide a valid receipt. If there is a need to stay overnight in Oslo, IOM can arrange accomodation at Refstad RC. If you are living at Reception Center, IOM Oslo will co-ordinate your travel to IOM offices in co-operation with RC you currently stay. If you come to Oslo to Embassy visit you have to have the money with you for the public transportation in Oslo. The ticket for an adult costs: 27 NOK and for child 13 NOK. IOM will reimburse the costs for tickets once the visit is done when a receipt is shown for the trip.

10.- I am working in Oslo and I wait for my tax refund- is IOM helping me with that?

IOM can provide you with a letter to your local tax office confirming that you are in VARP programme and that you are planning to return back to you home country voluntarily. IOM does not contact tax office on your behalf.

11.- I do not have a DUF number, how can I get one?

If you are not in the possession of DUF number, you will receive from IOM a letter which you will have to present to your local police office. You need to go to the local police office by yourself. This letter will help you to obtain DUF number from the police office. Your application will be registered by IOM after your local police has issued you with DUF number.  It is important that you have this letter with you when you go to the police to ensure that they know you are applying for Voluntary Return.  Please note that IOM cannot guarantee that the police may not detain you if you have been residing in Norway irregularly. 

12.- Can I travel with IOM to a country where my family has asylum?

IOM can help to assist to the 3rd country only if applicant is able to provide valid permit to stay or does have a citizenship of the country she/he wish to return to.

13.- Are costs for to visit IOM covered by IOM?

The costs for a visit to IOM you need to cover by yourself. If the visit is related to Embassy visit or an interview with a consul, then IOM reimburse the costs of your travel. Unfortunately IOM does not cover the costs if your visit at IOM office is not related to the above mentioned reasons. IOM covers the cost of your travel document and all the costs related to obtain travel document from Embassy including: cost of passport photos.  Tickets for public transportation while visiting the Embassy are covered by IOM as well.
