Position Title: Reintegration and VARP Coordinator

Type of Appointment: Special Short Term Contract, (G, Full-time 40 hours/week, 9 months)

Estimated Starting Date: January/February 2018

General Functions

Under the direct supervision of the Programme Manager and under the overall supervision of the Chief of Mission the successful candidate will provide administrative and technical support to all Reintegration Projects through close coordination with the countries of origin and the Donor. More specifically, the successful candidate will:

  1. Act as focal point towards diplomatic representatives to build and maintain good relationships and strengthen cooperation in procuring Travel Documents for the AVRR beneficiaries;

  2. Support the project management of all AVRR projects, in coordination with the Programme Manager, IOM missions in the receiving countries and the donor. As well as monitor the implementation process of AVRR projects working in coordination with caseworkers in Norway and IOM mission in country of origin;

  3. Monitor and follow up the reintegration process of the project beneficiaries both during pre-departure and post-arrival phases; as well as monitor, update and consolidate project delivery data and inputs through the regular exchange of control tracking between the IOM Norway office and receiving missions;

  4. Assist with drafting narrative reports including progress, interim and final reports according to the requirements of IOM and/or the donor;

  5. Assist with the development of project information tools and materials related to all reintegration projects and provide suggestions on how to enhance “Stories of Return;”

  6. Prepare for and collect monitoring information from individual returnees and from IOM missions in the countries of origin and assist in the analysis of information selected;

  7. Participate in developing measures to adjust project routines and activities to better suit the project objectives and overall goals;

  8. Provide information and training on AVRR to UDI staff and other relevant stakeholders by conducting training sessions, speak at seminars and having meetings and responding to enquiries;

  9. Liaise with donor representatives and IOM receiving missions on specific cases as required, and deal with Embassies when needed, as well as organise the yearly Embassy Seminar;

  10. Coordinate Country of Origin visits to Norway in order to shed light on return and reintegration processes to relevant AVRR stakeholders in Norway, as well as targeted migrants’ groups;

  11. Provide general assistance in the development of new AVRR projects for IOM Norway including drafting project concept notes, proposals and grant applications;

  12. Ensure to apply administrative instructions and to ensure timely submission of administration requirements;

  13. Undertake duty travel and escort assignments if required;


  1. Strong oral and written communication skills in both English and Norwegian;

  2. Ability to make effective decisions under time pressure;

  3. Relevant working experience concerning migration issues and/ or project-related work,

  4. Good level of computer literacy;

  5. Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;

  6. Attention to detail and ability to multitask and work under pressure;

  7. Strong organisational skills and time-management skills;

  8. Strong social and interpersonal skills for implementing change and communicating with relevant internal and external parties.

Education and Experience

  1. Completed a first (Bachelor) degree from an accredited academic institution, preferably in any inter- and multidisciplinary programme in human development or migration related discipline. Master degree will be a distinct advantage

  2. Excellent knowledge of MS Office

  3. 3 years relevant work experience

  4. Excellent communication skills in English and Norwegian, both oral and written; and excellent report writing skills

  5. Experience working with embassies and with project development is highly advantageous


Excellent knowledge of spoken and written English and Norwegian.
